SAJBD finalises Hate Crimes Bill submission
At the end of January, following extensive consultations and discussion
the SAJBD put in its submission on the Prevention and Combating of
Hate Crimes and Hate Speech Bill.As with previous Board submissions,
this combined observations and recommendations relating to how to
combat hate crimes in general with focusing on hate crimes specifically
against Jews.
The final text of the bill has to be framed so as not to be in conflict
with equally fundamental rights to freedom of expression. Its provisions
must also be capable of practical implementation. For that reason,
we stressed that no matter how much the Act might theoretically
safeguard against human rights violations, little would be accomplished
without properly resourced and accessible structures through which
such violations can be effectively addressed. We also highlighted the
importance of ‘restorative justice’ as a means of dealing with hate
crimes, including hate speech, on the understanding that there is a
need to address the root cause of the problem by changing ‘hearts and
minds’ on the issue of tolerance and diversity.
International Holocaust Remembrance Day
We were honoured that one of the Board’s most esteemed leaders,
Marlene Bethlehem, was chosen to deliver the keynote address at
the International Holocaust Remembrance Day gathering in Hanover,
Germany. As always, she did the Board and our community proud in
this regard. Last year, Marlene was elected as President of the Memorial
Foundation for Jewish Culture, which was established in the 1960s to
rebuild Jewish culture and community life that was destroyed during
the Holocaust. She is apast National Chairman of the SAJBD and
continues to serve on our management committee.
Supporting our University Students
The SA Union of Jewish Students (SAUJS) provides a wide range of
social, educational, religious and outreach activities through which
Jewish university can remain connected to and build on their heritage.
Where required, it stands up for Jewish student rights, including taking
action against antisemitism and related activity. The Board and SAUJS
have a close working relationship, through which we jointly address
such problems as the setting of exams and tests on Shabbat orYomTov
and dealing with any instances of antisemitism. We regularly collaborate
in various community outreach projects (for example, the participation
of a Jewish delegation in last year’s Human Rights Day commemorative
events in Sharpeville). The National Chairperson of SAUJS sits on the
Gauteng Council and National Executive Committee of the Board.
One of the things that is will inevitably be on everyone’s minds is
whether there will be a renewal of last year’s violent protests that
caused such havoc on our campuses. While it is early days, there appear
to be hopeful signs that this time round, clearer heads will prevail when
it comes to addressing the issues of the day.Whatever transpires, the
Board will continue to carefully monitor the situation and work with
SAUJS and the administration concerned to ensure the continued
safety and well-being of our students.
